I believe there's already at least one TC3 version of the S&D out there (see http://forums.auran.com/trainz/showthread.php?t=13370&page=6).
Regardless, some details of linespeeds are actually given in the Sectional Appendix website (http://www.britishrailways1960.co.uk/).
e.g. for the Templecombe Junction to Broadstone section the max permissable linespeed is shown as 70mph for passenger trains and 60mph for freight (source: http://www.britishrailways1960.co.uk/SRWSMLB22.html).
I used a 1950s timetable to draw up our distance and times list at http://www.somersetanddorsetrailway.co.uk/the-railway/stations/default.asp. A simple bit of maths should enable you to infer average speeds between stations, but I don't have specific speed-limit information to hand.
